Such cannot be duplicated with inscribable foci, as they allow only one attached core. (The second mod comes from an inscription.) So sorry. So I think it's safe to say the market for this thing is well within the group of players who like to collect inherent foci with dual max mods.
I would guess that you might be able to get 15-20k for the hand/claw skin variant if you find an interested buyer. Finding the interested buyer could be tricky, though. There's a chance (albeit a small one I think) that two interested buyers could bid it up, and then there's just no way to guess ahead of time what kind of final price you'd see.
If you're looking to sell fast, sell cheap ... merch it or maybe try 5k?

Important things to note:
* it's mod combination cannot be replicated, so can't easily get this functionality otherwise.
* both mods are perfect
* this mod combination is not impressive but far from bad - it may be more useful to Blood Magic builds than to many other attributes (you're likely to be enchanted by for example Awaken the Blood, and many Blood skills have short recharges so HCT might be more useful than HSR). Of course a 20% HCT Blood would be better but good luck finding one with +45^ench.
* Unfortunately Req matters here more than and hurts it's value by reducing usability - a focus with an universal HCT mod would be often more wanted by someone using a 2-3 attribute build, for example Death + a little Blood.
Because I'm more than a year behind on the current market I can't give precise pricing. But items like this have always had a wide price range - I can imagine it selling anywhere between 15k (I wouldn't sell it lower) and 70k+ (from a buyer wanting it's functionality.) It's never been easy to find the right buyer though.

celestial sword is def food for the merchant, q9's are not that rare, and beter inherent mods are available
also the focus is merch imo, q8 insc focus are not popular at all. and this one isn't even insc. maybe a weird collector wants this but then again 1k max or merch
and as luny and yawgmoth said above, dual perfect mods on a offhand and wand are very rare BUT functionality is not that great and the skin is kinda dull. i would just post it in low end auction and let some people bid on it, be happy with the bids you get
